You need the Haloween Basket to collect the candies:

Look through the Binoculars in the cove.

Click the body of the scare crow.

Click the green puffle and answer the riddle. (Letter D)

Click the eye of the fish.

It’s near the life ring.

Click it twice.

Click the bowl of candies and there is a candy inside.

Click it and it will go to the bottom right of your screen.
